Expands eligibility for circuit court marshal appointments to circuits containing, as of January 1, 2015, a Department of Corrections diagnostic and reception center plus a Department of Mental Health facility housing persons found not guilty by reason of mental disease or defect and providing sex offender rehabilitation and treatment services (SORTS)

Previously, only circuits with Department of Corrections facilities averaging over 2,500 inmates over two years could appoint marshals

Circuit court marshals oversee courthouse physical security, serve court-generated papers and orders, and assist judges as directed by the presiding judge

Marshal salary is capped at 90% of the highest paid sheriff in the circuit and must be paid from state or federal grant funds, not county funds

Marshals must have at least 5 years of law enforcement experience and complete U.S. Marshal Service court security training within one year of appointment
