Extends the MO HealthNet managed care program statewide through a new procurement effective July 1, 2016, covering all eligibility groups enrolled in managed care as of January 1, 2015

Pharmacy benefits for the managed care population will remain under the MO HealthNet fee-for-service program rather than being included in managed care contracts

Requires the department to develop a transitional Medicaid payment plan before July 1, 2016 to preserve current payment levels for community mental health centers (CMHCs) serving as safety net providers

Creates an implementation working group composed of CMHCs, the Department of Mental Health, and managed care organizations to coordinate the transition

Updates terminology throughout the statute by replacing "Medicaid" with "MO HealthNet" and requires the department to seek any necessary federal waivers or state plan amendments
