Establishes a 12-member Joint Committee on Capitol Police (6 senators, 6 representatives) to oversee capitol police operations, appoint officers, determine appropriations, and conduct annual performance reviews

Transfers authority over capitol police from the Director of Public Safety to the General Assembly, with the chief of police appointed to a four-year term by concurrent resolution (limited to two full terms)

Expands capitol police arrest authority statewide when performing protective duties, and authorizes protection of legislators, statewide elected officials (except the governor), and their families anywhere in the state, nation, or internationally

Requires all capitol police members except the chief and deputy chief to be employed under the state merit system, with leadership required to complete at least 20 hours of annual training from the county sheriffs of Missouri association

Narrows primary jurisdiction from all state-owned or leased buildings to specifically the capitol building and grounds within the county containing the seat of government
