Mandates that drivers change lanes when possible to safely pass bicycles and pedestrians, with due regard to safety and traffic conditions

Establishes that violations are an infraction, but elevated to a Class C misdemeanor if the violation is intentional or involves an accident

Updates the definition of "bicycle" to mean any pedal-propelled vehicle with two or more wheels operated by one or more persons, excluding devices intended for children six years of age or younger
