Requires the Department of Corrections to promulgate formal rules concerning inmates in institutions and operating regulations for internal management by August 28, 2016, with these rules subject to Chapter 536 administrative procedures

Removes the exemption that previously allowed statements concerning only inmates of correctional institutions, youth services students, and health care facility clients to be excluded from the definition of "rule" under administrative law

Establishes that rules authorizing discipline of inmates cannot be determined arbitrary and capricious solely because they authorize inmate discipline

Requires the Department of Corrections to promulgate rules administering death penalty execution provisions, with all such rules subject to standard administrative rulemaking requirements

Makes rulemaking authority and Chapter 536 nonseverable, meaning if legislative powers to review or annul rules are held unconstitutional, any rules proposed or adopted after August 28, 2015 become invalid and void
