Limits state funding increases for individual districts to 200% of the aggregate percentage increase for all performance districts when recalculating the state adequacy target

Caps the number of performance districts at 25% of all public school districts for calculations used in fiscal years after FY2018

Allows pupils ages 3-5 eligible for free/reduced lunch in early childhood education programs to be counted in average daily attendance calculations, capped at 4% of the district's free/reduced lunch eligible students ages 3-18

Extends early childhood education funding provisions to charter schools located in unaccredited or provisionally accredited districts, with phased implementation starting 2015-16 for unaccredited and 2016-17 for provisionally accredited districts

Contains an emergency clause making the act effective July 1, 2015, or upon passage, citing the importance of adequate state funding for public schools
