Expands authority for Buchanan County (first classification, 83,000-92,000 inhabitants with home rule city county seat) to establish a county municipal court and prosecute violations of county orders

Allows circuits containing a Department of Corrections diagnostic/reception center and a Department of Mental Health facility housing persons found not guilty by reason of mental disease (SORTS facility) to appoint a circuit court marshal

Requires presiding judges to report municipal division information to the Missouri Supreme Court clerk by September 1, 2015, using a standardized form, with 90-day reporting requirements for newly established or abolished divisions

Modifies landlord-tenant eviction procedures: execution for restoring possession cannot issue until 10 days after judgment, defendants have 10 days to file motion to set aside default judgment, and posting appeal bond stays execution for possession pending appeal
