Amends Section 349.045, RSMo, governing boards of directors for industrial development corporations in Missouri

Expands eligibility for directors in first classification counties with 65,000-75,000 inhabitants to include qualified taxpayers and registered voters of the county, not just the municipality

Requires all directors to be resident taxpayers for at least one year prior to appointment, serve without compensation (except expense reimbursement), and cannot be county or municipality officers or employees

Maintains minimum board size of five directors with staggered terms of 2, 4, and 6 years for initial appointments

Creates special provisions for third classification counties without township government and with 10,400-10,500 inhabitants, requiring elected directors with at least one per township
