Missouri applies to Congress under Article V of the U.S. Constitution for a convention of states limited to proposing constitutional amendments that impose fiscal restraints on the federal government, limit federal power and jurisdiction, and establish term limits for federal officials and members of Congress

The resolution cites concerns about national debt from improper spending, unfunded federal mandates that invade state roles, and federal government operating outside proper constitutional interpretation

The application remains in effect as a continuing application until at least two-thirds of state legislatures (34 states) submit applications on the same subject, triggering Congress to call the convention

The Missouri Senate Secretary must distribute copies to U.S. Senate and House leadership, all Missouri congressional delegates, and presiding officers of all state legislatures to request their cooperation
