Establishes the Joint Committee on Solid Waste Management District Operations to examine district efficiency, efficacy, and reasonableness of costs to Missouri taxpayers

Committee consists of 10 members: 5 senators and 5 representatives, with no more than 3 members of one party from each chamber

Senate members appointed by President pro tempore; House members appointed by Speaker of the House

Committee authorized to hold hearings, request staff assistance from legislative research staff and Department of Natural Resources, and submit a final report with legislative recommendations by December 31, 2016

Expenses for committee members and staff paid by the Joint Contingent Fund; committee may operate during legislative interim periods through December 31, 2016
