Calls upon the federal government to transfer title of all federal public lands within western states to the state where the land is located

Urges Congress to engage in good faith communication and cooperation with western states to coordinate the transfer of public lands

Requires western states to affirmatively cede lands designated as National Parks (16 U.S.C. § 1a-1), National Wilderness Preservation System (16 U.S.C. § 1131), and military reservations to the federal government upon receiving the transferred lands

Directs that 95% of net proceeds from any sale of public lands in western states be paid to the Bureau of the Public Debt to reduce federal debt

Calls upon all other states to pass similar resolutions supporting the transfer of federal public lands to western states
