Authorizes employment of an independent certified public accountant or certified public accounting firm to audit the accounts, functions, programs, and management of the State Auditor's office pursuant to Section 29.351 of Missouri Revised Statutes

Requires the audit examination to follow generally accepted auditing standards and include reviews and inspections of books, records, and underlying documents necessary to evaluate the State Auditor's office performance and condition

Mandates the independent accountant submit a written report of findings and conclusions to all General Assembly members, the Governor, and the State Auditor upon audit completion

Directs payment for the audit and report costs from the joint contingent fund of the General Assembly

Instructs the Commissioner of Administration to bid these services according to state purchasing laws and directs the Senate Secretary to provide an inscribed copy of the resolution to the Commissioner of Administration
