Creates the Study Commission on Mining Property Assessment to examine and make recommendations on mining property assessment practices in Missouri

Commission shall review the current state of mining property assessment, identify improvements to the assessment process, and propose legislative solutions including rules and regulations for uniform and accurate assessment methods

Commission consists of 8 legislators (4 senators and 4 representatives, with majority party limited to 2 members each) plus 16 industry and education representatives (2 each from county assessors, mining, quarry, lead, limestone, hard rock, frac sand industries, and school administrators)

Senate Research and House Research staff shall provide legal, research, clerical, technical, and bill drafting services to support the commission's work

Commission terminates by December 31, 2015, or earlier by majority vote, and must deliver a final report of findings and recommendations to the General Assembly upon termination
