Expands the Missouri Conservation Commission from four members to eight members, with each member required to reside in a different region based on the commission's eight-region map as of December 1, 2011

Increases the cap on members from the same political party from two to four

Establishes term limits allowing members to be reappointed but prohibiting service beyond two terms or twelve years, whichever occurs first

Staggers term start and end years so no more than three terms end in the same year

Submits this constitutional amendment to Missouri voters at the November 2016 general election or a special election called by the governor
