Proposes adding Section 36 to Article I of the Missouri Constitution, establishing parents' fundamental right to choose between public schools, private schools, parochial schools, parish schools, or home education for their children

Prohibits the state, political subdivisions, or any agents from dictating curriculum content to private, parochial, or parish schools, with the sole exception of laws requiring instruction on the U.S. and Missouri constitutions

Protects religious schools from being required to include curriculum content conflicting with their religious doctrines or from being forced to exclude content consistent with their beliefs

Extends the same religious-belief protections to parents providing home education regarding their curriculum choices

Defines "curriculum" broadly to include instructional materials, methods, assessments, assignments, programs, and presentations; would be submitted to voters at the November 2016 general election or a special election called by the governor
