Proposes a constitutional amendment requiring the City of St. Louis to become part of St. Louis County and exist as a city within the county like any other St. Louis County municipality

Repeals seven existing constitutional sections (30(a), 30(b), 31, 32(a), 32(b), 32(c), and 33 of Article VI) that currently govern the city-county relationship and consolidation processes

Eliminates the current board of freeholders process that allows voters to petition for city-county consolidation or reorganization through a 19-member appointed board

Removes St. Louis City's unique constitutional status as both an independent city and county, which has existed since 1876

Would be submitted to Missouri voters at the November 2016 general election or a special election called by the governor
