Proposes a constitutional amendment to Article X, Section 3 of the Missouri Constitution to allow creation of "show-me small business districts" with tax-free or reduced-tax status

General Assembly would be authorized to establish these discrete geographic districts through general law to promote small business and economic development

Tax-favored status in any district would be limited to a maximum term of 23 years

Amendment would be submitted to Missouri voters at the November 2016 general election or at a special election called by the governor
