Appropriates $191,220,132 total for fiscal year 2016-2017: $120,500,000 from General Revenue, $21,000,000 from Federal Funds, and $49,720,132 from Other Funds

Transfers $73,400,000 to the Facilities Maintenance Reserve Fund for statewide improvements including HVAC ($5,900,000), roofing ($4,425,000), plumbing ($1,475,000), electrical ($1,475,000), security ($1,180,000), and life safety ($1,180,000)

Allocates funds for higher education capital projects including Missouri Southern State University Reynolds Hall ($9,371,081), Missouri State University Glass Hall ($5,000,000), Truman State University autism clinic ($4,500,000), and Southeast Missouri State University Speech and Hearing Clinic ($2,100,000)

Provides $5,000,000 to the University of Missouri Thompson Center for Autism and Neurodevelopmental Disorders and $7,400,000 for port authority grants through the Department of Transportation Waterways Program

Funds veterans and public safety improvements including $6,333,412 for state veterans' homes and cemeteries, $20,000,000 for National Guard facility maintenance, and $500,000 for planning a new state veterans' home
