Repeals and replaces section 174.125 to add requirement that all teacher-training institutions receiving state aid require students to demonstrate proficiency in trauma-informed approach and trauma-specific interventions as defined by the Substance Abuse and Mental Health Services Division.

Establishes the "Urban Education Institute" at Harris-Stowe State University as a collaboration between students and faculty, subject to appropriation by the general assembly.

Requires the institute to implement a plan addressing urban education crisis including improving education quality, assessing high school dropout factors, eliminating resource gaps between jurisdictions, and decreasing provisionally accredited and unaccredited school districts.

Authorizes the institute to accept gifts, bequests, donations, and grants from public or private sources, but prohibits acceptance from political committees or entities and prohibits political lobbying and advocacy.

Establishes automatic sunset of the program six years after the effective date unless reauthorized by the general assembly, with a twelve-year sunset if reauthorized.
