Creates a 15-member "Equal Pay Commission" to be appointed by the Director of the Department of Labor and Industrial Relations by January 1, 2017

Commission membership includes 2 business representatives, 2 labor organization representatives, 2 pay equity advocates, 3 higher education/research experts, the attorney general or designee, the labor director or designee, 2 senators, and 2 house members

Commission must study wage disparities between men and women and between minorities and nonminorities in both public and private sectors, including causes such as occupational segregation and lower wages in traditionally female/minority-dominated fields

Report with findings and recommendations, including proposed legislation, due to the governor, labor director, and legislative leaders within 12 months of member appointments
