Requires administrative consolidation of all school districts in charter counties with more than 950,000 inhabitants (St. Louis County) into a single district with one superintendent and one board of directors

School districts may voluntarily submit a consolidation petition by September 1, 2017, for state board approval by January 1, 2018, with consolidation effective July 1, 2018

If no voluntary petition is approved, the state board must mandatorily consolidate all affected districts by May 1, 2019, effective July 1, 2019

Attendance areas must be drawn so no school's population has an average household income more than $30,000 higher or lower than any other school's attendance area in the resulting district

The bill only takes effect if voters approve a constitutional amendment removing prohibitions related to school district boundaries and affairs
