Department of Public Safety must establish the "Intervention and Compliance Unit Pilot Program" (ICU Pilot Program) in St. Louis City to address rising violent crime rates in neighborhoods

Program goals include reducing violent crime through police-community collaboration, developing evidence-based early detection procedures, creating policies to address recidivism and crime data collection, and improving mental and social service programs

Unit membership includes representatives from St. Louis Metropolitan Police, city prosecutors, local courts, Department of Social Services, local government, civic organizations, schools, and probation/parole offices

Creates the "Intervention and Compliance Unit Pilot Program Fund" in the state treasury to receive appropriations, gifts, and transfers; funds do not revert to general revenue at end of biennium

Program automatically sunsets 6 years after effective date unless reauthorized; if reauthorized, sunsets 12 years after reauthorization date
