Removes the exemption that previously shielded the state from paying any costs for general elections or primary elections held in even-numbered years

Requires the state to share proportional election costs with political subdivisions and special districts during primary and general elections when multiple entities have questions or candidates on the ballot

Proportional cost sharing is calculated based on the percentage of registered voters in each political subdivision or special district relative to the total registered voters across all participating entities

Election costs may include employee salary reimbursement, indirect expenses from cost allocation studies, and up to 5% of total election costs credited to the county's election services fund

Amends RSMo sections 115.063 and 115.065 to shift more election funding responsibility to the state level
