Amends sections 454.849 and 454.1728 of Missouri statutes to make provisions of the Uniform Interstate Family Support Act effective immediately upon passage, rather than contingent on U.S. ratification of The Hague Convention on International Recovery of Child Support

Repeals sections 454.850 to 454.999 and activates sections 454.1500 to 454.1728 related to interstate family support enforcement

Includes an emergency clause declaring the act necessary to prevent loss of federal funding for Missouri's child support enforcement program

Takes effect immediately upon passage and approval rather than following the standard effective date for legislation
