Establishes the "Community Crime Reduction Grant Program" as a pilot program administered by the Missouri Department of Public Safety to provide grants to qualifying municipal police departments

Eligibility requires police departments to employ fewer than 2 officers per 1,000 residents and serve cities with populations of 75,000-125,000 located in a first class county with noncharter government

Grants cover up to 50% of costs for hiring new officers to reach the 2 officers per 1,000 residents ratio, and up to 100% of costs for officers to attend fair/impartial policing and racial sensitivity seminars at the University of Missouri Law Enforcement Training Institute

Creates the "Community Crime Reduction Program Fund" in the state treasury; unused funds revert to general revenue at the end of fiscal year 2021 if unutilized

Program automatically sunsets 4 years after the effective date unless reauthorized by the General Assembly
