Renames the "Joint Committee on MO HealthNet" to the "Joint Committee on Public Assistance" and expands its scope to cover all public assistance programs including MO HealthNet, SNAP, and TANF

Expands committee membership from 10 to 12 members, adding the chair and ranking minority member of the standing house committee designated to consider public assistance legislation

Requires the committee to meet at least twice per year with time set aside for public testimony, and to seek recommendations from social, economic, and public assistance experts

Authorizes the committee to hire staff including an executive director to conduct special reviews or investigations, with compensation paid from contingent funds

Requires directors of social services, mental health, and health and senior services departments to submit annual written reports on caseload data for employees administering public assistance programs
