Amends Section 67.1471, RSMo to add new authority for the Missouri State Auditor to audit community improvement districts using the same procedures used to audit state agencies

Community improvement districts must continue submitting annual reports within 120 days after each fiscal year to the municipal clerk and Missouri Department of Economic Development

Annual reports must include services provided, revenues collected, expenditures made, and copies of board resolutions approved during the fiscal year

District boards must submit proposed annual budgets to city governing bodies between 180 and 90 days before each fiscal year begins
