Requires lobbyists to provide itemized listings of expenditures for general assembly committee meetings and events, identifying each attending legislator individually by name rather than reporting only group totals

Mandates that legislators provide written documentation of their attendance and consent to receive food, services, or other items of value from lobbyists at such events

Requires expenditure valuations to be calculated as a pro rata share among only those members who provide written documentation of attendance and acceptance

Expands the definition of "committee of the general assembly" to include standing, select, special, and joint committees, as well as caucuses of the general assembly or any portion of its membership

Removes the previous reporting exception that allowed lobbyists to report only aggregate totals when inviting entire legislative bodies, committees, or caucuses in writing
