Creates a voluntary intergovernmental transfer program allowing governmental entities to increase capitation payments to eligible providers, with payments up to commercial reimbursement rates

MO HealthNet managed care plans must pass through 100% of increased capitation payments to eligible ground emergency medical transportation providers

Intergovernmental transfers are subject to an administration fee of up to 20% of the nonfederal share paid to the Department of Social Services
