Renames the "Missouri job development fund" to the "Missouri Works Job Development Fund"

Allows financial assistance to be provided to a consortium of a majority of qualified companies (rather than requiring all companies) organized to provide common training to consortium members' employees

Qualified companies may receive financial assistance for creating new jobs requiring training, or for making capital investments at least 5 times greater than the assistance amount to retain jobs

Caps reimbursement at 50% of training program costs (except for state-sponsored preemployment training), and excludes training equipment and facilities purchases from eligible costs

Service industry companies qualify only if they derive a majority of annual revenues from interstate commerce (out-of-state sources)
