Repeals existing receivership statutes (sections 515.240, 515.250, 515.260 RSMo) and replaces them with 34 new sections creating a comprehensive commercial receivership framework

Establishes two types of receivers: general receivers (appointed over all or substantially all of a debtor's property with liquidation powers) and limited receivers (appointed over specific property only)

Specifies 14 circumstances when courts may appoint receivers, including when a debtor is insolvent, after judgment to enforce collection, upon attachment of perishable property, or pursuant to valid contract provisions

Creates an automatic stay upon appointment of a general receiver that halts most legal proceedings, judgments, and collection actions against the debtor for 60 days, with exceptions for criminal proceedings, family support matters, and governmental regulatory actions

Establishes detailed claims administration procedures including 30-day filing deadlines, priority distribution order (secured creditors first, then administrative costs, wages up to $10,950, consumer deposits up to $2,425, support obligations, taxes, and other unsecured claims), and requirements for monthly financial reporting by receivers
