Requires the commission to consider six factors when determining penalty amounts: degree of culpability, history of prior violations, effect on the entity's ability to continue operations, good faith compliance efforts, ability to pay, and other relevant matters

Each violation of a specific natural gas safety standard constitutes a separate offense, and each day of a continuing violation counts as a distinct offense

Acts, omissions, or failures by officers, agents, or employees acting within the scope of their duties are attributed to the corporation, utility, or municipality that owns the gas plant
