Prohibits the Missouri Lottery Commission and its employees or contractors from publishing the name, address, or identifying information of lottery winners without their written consent

Removes the previous $10,000 minimum credit line requirement for casino patrons, replacing it with tiered creditworthiness requirements: credit instruments of $10,000 or less require creditworthiness of at least twice the amount (or $10,000, whichever is less); amounts over $10,000 require creditworthiness equal to or exceeding the credit amount

Prohibits casino credit instruments from being secured by real property, personal property, investments, retirement accounts (IRAs, 401(k), pensions), or college savings plans—only demand deposit accounts (checking/savings) may be used

Requires that when a new credit instrument consolidates or replaces existing ones, the new instrument must use the oldest date from the replaced instruments

Prohibits extending credit to intoxicated persons and maintains the 30-day maximum repayment period for all casino credit instruments
