Creates new section 386.900 establishing state policy to facilitate widespread adoption of combined heat and power (CHP) systems across commercial, institutional, industrial, utility, and residential sectors

Directs the Public Service Commission to adopt interconnection rules incorporating IEEE Standard 1547 and Underwriters Laboratory Standard 1741, with requirements that agreements be nondiscriminatory, just, and reasonable

Prohibits utilities from requiring second meters or external disconnect switches, and bars fees or requirements not specifically authorized by commission-approved interconnection standards

Allows interconnection customers to sell excess electricity back to utilities, while exempting them from regulation as public utilities under section 386.020

Requires rural electric cooperatives and municipal utilities to adopt consistent interconnection policies within one year after August 28, 2016
