Creates a new cause of action allowing public safety officers injured in the course of official duties to sue for damages against any person or entity whose ordinary negligence created the emergency

Explicitly abrogates the "fireman's rule," a common law doctrine that traditionally prevented first responders from suing negligent parties who caused the emergencies they respond to

Excludes claims against the officer's employer or any political subdivision from this new cause of action

Defines "public safety officer" to include police officers, firefighters, ambulance personnel, emergency dispatchers, and corrections officers

Adds new section 537.870 to Missouri Revised Statutes Chapter 537
