MO HB2547

Amends Section 431.056, RSMo to require signed written consent from a parent or guardian for minors aged 16-17 to enter contracts independently, eliminating the previous option of implied or verbal consent

Removes provisions that previously allowed implied consent based on parental actions such as barring the minor from home, refusing financial support, or committing abuse/neglect against the minor

Applies to minors who are homeless or victims of domestic violence and are self-supporting without parental/guardian physical or financial support

Contracts covered include housing, employment, automobile purchases, student loans, school admission, medical care, bank accounts, shelter admission, and domestic violence/sexual abuse victim services

Excludes minors under supervision of the children's division or jurisdiction of the juvenile court from these contracting provisions
