Increases the exemption threshold for candidates for local offices (supreme court, circuit court, associate circuit court, political party, county, municipal in cities of 100,000 or less, and special purpose districts) from $1,000 to $3,000 in aggregate contributions/expenditures before requiring committee formation and disclosure reports

Raises the threshold for continuing committees to file with additional election authorities from $500 to $3,000 when making non-direct contribution expenditures to support or oppose candidates or ballot measures in other jurisdictions

Prohibits members of or candidates for the General Assembly from forming candidate committees for the offices of Speaker of the House of Representatives or President Pro Tem of the Senate

Maintains existing exemption requirements for statewide, General Assembly, and large municipal candidates: $500 aggregate contribution/expenditure limit and $325 single contributor limit to qualify for exemption from filing disclosure reports
