Repeals subsection 9 of section 301.227, RSMo, which previously allowed scrap metal operators to purchase inoperable motor vehicles at least 10 model years old (or parts from such vehicles) without obtaining the certificate of ownership, salvage certificate of title, or junking certificate from the seller

Eliminates the alternative compliance process that permitted scrap metal operators to submit a bill of sale and copy of seller's state identification to the Department of Revenue instead of forwarding title certificates

Removes the exemption that allowed scrap metal operators purchasing inoperable vehicles at least 20 model years old to skip verification of liens or security interests with the Department of Revenue

Retains existing requirements that scrap metal operators must receive original title documents from sellers (unless the seller is a licensee under sections 301.219 to 301.221) and forward all titles received from non-licensees to the director of revenue within 10 days
