Extends the maximum assessment contract period from 20 years to 25 years for property owners financing energy efficiency or renewable energy improvements through clean energy development boards

Adds "facilities providing for water conservation or pollutant control" to the list of qualifying energy efficiency improvements eligible for PACE financing

Allows clean energy development boards to collect special assessments directly or through the county collector, rather than requiring county collector involvement

Changes when special assessments become a lien on property from when they become "due" to when they become "delinquent"

Extends the maximum term for bonds issued for clean energy conduit financing from 20 years to 25 years
