Establishes the "Senior Services Growth and Development Program" within the Department of Health and Senior Services to fund senior services through area agencies on aging

Imposes a 1% surcharge on annual premiums for Medicare supplement policies, Medicare Part D policies, and Medicare Advantage plans, beginning January 1, 2017

Creates the "Senior Services Growth and Development Program Fund" in the state treasury, with funds not reverting to general revenue at the end of the biennium and not supplanting existing general revenue for senior services

Requires at least 50% of distributed funds be used for development and extension of senior center programs and services, with the balance supporting other area agency on aging services

Mandates annual reporting by area agencies on aging to the Department of Health and Senior Services on distribution and use of funds
