Establishes a voluntary three-year pilot program for early learning quality assurance reports, developed by the Department of Elementary and Secondary Education in collaboration with Missouri Head Start and the departments of health, mental health, and social services

Participation is voluntary for licensed or license-exempt early learning providers (center-based or home-based) serving children from birth to kindergarten

Reports may include information on staff qualifications, instructional quality, professional development, health and safety standards, and parent/community engagement, but cannot be used for enforcement or punitive purposes

Repeals existing section 161.216, which prohibited public institutions and governmental entities from operating or mandating participation in quality rating systems for early childhood education without specific legislative authorization

Program automatically sunsets three years after the effective date unless reauthorized by the General Assembly
