Children ages 4-5 (on or before August 1) who have not attended public kindergarten may attend half-day or full-day early childhood education programs at any public school offering such programs, though attendance is not mandatory

Eligible children may attend programs in their resident district free of charge if the district has adequate physical facilities and teaching personnel

Pupils attending these programs count toward the district's average daily attendance calculation but are exempt from the 4% cap under section 163.018

Children in districts without early childhood programs may transfer to districts offering them, with the receiving district's consent and subject to capacity limitations

Transfer students attend free of charge and are counted in the receiving district's average daily attendance calculation
