Prohibits Missouri state departments and agencies from enforcing any federal agency rules or regulations within state borders unless the General Assembly approves enforcement

Requires General Assembly approval for any state rules promulgated on or after August 28, 2016, that relate to enforcement of federal regulations

Mandates the Committee on Administrative Rules to review all existing state rules tied to federal regulations that were in effect before August 28, 2016, and recommend whether enforcement should continue

Allows any Missouri citizen to request a review of any specific federal rule or regulation by the committee

Expands the Committee on Administrative Rules (5 senators, 5 representatives, no more than 3 from same party per chamber) to include review authority over federal regulations in addition to state agency rules
