Beginning June 1, 2018, Missouri and the Department of Health and Senior Services would be prohibited from mandating public clinic use of children's vaccines containing human DNA, including vaccines for measles, mumps, rubella, varicella, and hepatitis A

The department must develop a voluntary replacement alternative program offering CDC- and FDA-approved vaccines that contain no human DNA content

Budget requests must include details for a statewide registry of enrolled children, a new schedule of delayed and separated vaccines, periodic screening surveys with parental input, a state liability waiver for approved vaccines, and 10-year cost estimates

The department may promulgate rules to implement the program, subject to chapter 536 requirements

The program automatically expires on August 28, 2028, unless reauthorized by the general assembly
