Allows brewers to lease portable refrigeration units (maximum 125 cubic feet) to retail licensees at fair market value, with units required to display conspicuous brewer advertising visible to consumers

Authorizes retailers licensed to sell liquor in original packages to sell 32-128 fluid ounces of draft beer in containers filled on-premises for off-premises consumption, sealed with tamper-proof seals by employees age 21 or older

Requires filled draft beer containers to be labeled with brand name, brewer name, product class, net contents, fill date, business address, refrigeration warning, and federal health warning statement

Establishes detailed sanitation requirements for filling containers, including use of food-grade sanitizer, visual contamination inspection, and compliance with FDA Code Section 3-304.17(c)
