Updates the Surplus Revenue Fund fiscal period from July 1, 2013–June 30, 2015 to July 1, 2015–June 30, 2017

Raises the general revenue collection threshold that triggers surplus fund deposits from $16.834 billion to $18.207 billion

Reduces the maximum deposit cap into the Surplus Revenue Fund from $215 million to $127.3 million

Changes the revenue calculation method from "net of refunds" to "less refunds and transfers to general revenue"

Requires all taxpayer refunds owed during the fiscal period to be paid in full by June 30, 2017
