Defines "animal rights charitable organization" as any 501(c) entity organized and operated primarily to benefit animal rights, including organizations, partnerships, corporations, LLCs, and trusts soliciting contributions in Missouri

Prohibits animal rights charitable organizations, their professional fundraisers, and professional solicitors from soliciting contributions in Missouri that would be used for program services or expenses outside the state

Prohibits these same organizations and solicitors from seeking contributions intended for political purposes either inside or outside Missouri

Adds new section 407.475 to Chapter 407 of Missouri Revised Statutes (consumer protection/merchandising practices)
