Transfers the State Environmental Improvement and Energy Resources Authority from an independent governmental instrumentality to within the Department of Natural Resources via a Type I transfer (full absorption)

Makes all authority powers subject to appropriations, whereas previously they were not contingent on legislative funding

Allows general revenue funds to be used for the authority's operations, reversing the previous prohibition on general revenue funding

Removes the authority's power to acquire real property, limiting it to personal property only

Establishes the Energy Resources Insured Loan Fund as a dedicated fund under the state treasurer's custody, with moneys to be used solely for administering sections 260.005 to 260.125 and not reverting to general revenue at biennium end
