Requires the Department of Health and Senior Services meningococcal disease brochure to include information on all vaccines receiving Category A or B recommendations from the Advisory Committee on Immunization Practices, plus a recommendation that students receive vaccines per CDC guidelines

Mandates that public higher education students in on-campus housing receive meningococcal vaccine not more than five years prior to enrollment and in accordance with current CDC Advisory Committee recommendations

Expands the definition of "on-campus housing" to include fraternity and sorority residences, regardless of whether privately owned, on or near campus

Requires long-term care facilities to assist health care workers, volunteers, and employees with direct resident contact in obtaining influenza vaccinations between October 1 and March 1 each year

Preserves existing exemptions allowing students to opt out of meningococcal vaccination requirements for medical reasons (with physician certification) or religious objections (with written statement)
