Establishes the "State Obligation Recovery Center" within the Office of Administration to collect debt obligations owed to Missouri state agencies and departments

Grants the center broad collection powers including filing lawsuits, placing liens, setting off state payments to debtors, establishing payment agreements, and contracting with private collection agencies

Imposes a 20% cost recovery charge on the principal amount of referred debts to fund center operations, deposited into a newly created State Obligation Recovery Fund

Prohibits debtors from renewing or obtaining motor vehicle registrations, boat registrations, or professional licenses unless the debt is paid in full or the debtor has a current payment plan

Requires the center to attempt collection for up to 180 days before forwarding debts to private collection agencies, and mandates annual reporting to the General Assembly on collection activities and results
